The most contentious issue is trade surplus. And for most people, I am one of them, tend to believe the bulk of the reserve is made up of trade surplus, and would like to think that the other three components should be considered as "holding" rather than "reserve".
There must be some subtlety in this situation you described - "不能直接用于国内的民生投入，但是可以通过购买国内金融产品间接使用。 " Because in the most simplistic case:
1. Treasury can't use the foreign reserve (because currency is not native).
2. Treasury can sell debt in native currency, and then use foreign reserve to purchase the debts.
3. But Treasury ends up with foreign currency again. Conflict?
