Chinese government, and any other government for that matter, is a special institution with certain rights granted to it by the consent of the governed. The pure and only responsibility of the government is to serve the governed. It might not be the ture practice of every government concerned, especially not the totalitarian ones, but no government would dare to deny such a principle in today's world, being it China, Iraq, or the United States.

Chinese government does not amount to China. A patriotic Chinese citizen loves his/her country but doesn't need to love the government.

Now do you start understanding a little bit better about what it means a country and a people vs. a government?

She may not accept that government as "our government" for "our government" shouldn't treat its citizens the way it is; but she loves the country no less than anyone lese, dearly.
