Usually there should be a chance of rebuttal offered by the journal to the authors being commented, and it would (usually) be published together with the comment. In this case there is none such opinion from the Prof. Liu's group.
The comment seems to be from the Russian group (V.I. Punegov and another person) who felt at least being neglected in Prof. Liu's paper.
It would be nice if someone from Liu's group had or would come forward to straighten this out.
