I am sorry for late response. Last night some urgent things popped up so that I didn't get time to do this. First of all to 西里, I'd like to welcome you to visit SFBA again. Now, the details...

For the months of December and January, the two best places to watch the migrating birds are (1) Gray Lodge and Sacramento NWR Complex and (2) Merced NWR and San Luis NWR Complex (NWR stands for National Wildlife Refuge). Assuming that it take you 6.5 hours to drive to SF from LA, then it’ll take you 4-5 hours to get to (2) and 7-8 hours to (1).

Direction, description and contact:

(1) Gray Lodge and Sacramento NWR Complex

Gray Lodge Wildlife Area (CA Department of Fish and Game)
Direction
Hwy 99 to Live Oak. Turn west on Pennington Road, 8 miles, right on Almond Orchard Road 1 mile. Look for the sign, the entrance is on your left. Turn left into the road and then turn left again to the parking lot in front of the check station. Get wildlife viewing permit ($2.50) there.

Description
This is the best place of all to view migrating birds.
A self guided auto tour and two very good nature trails.
Birds including snow, ross and greater white fronted geese, all kinds of ducks, herons, raptors, rails and pheasants. It may have sandhill cranes and tundra swans.

Guided nature walks at Saturdays 10:00 am and Sundays 1:00 pm, (worth to do it although I did not do it personally).
Open daily from dawn to dusk.

Sacramento Wildlife Refuge
Direction
From Interstate 5 at Williams, continue north on the Interstate for approximately 20 miles, exit at Road 68. At the Road 68 and Highway 99W interchange, turn north and travel approximately 1.6 miles to the Refuge entrance.

Buy daily pass at automated paying booth ($3.00).

Description
This is the best unit in the complex to view waterfowl and raptors. It close to Gray Lodge so that you can visit both in the same day
A self guided auto tour and a 3 mile nature trail. Pay attention to the trees by the auto tour rout or the trail, you may see many raptors there.
Don’t forget to visit the visitor center, it is very good.

Open daily from dawn to dusk.

Colusa Wildlife Refuge -- From Williams, exit Interstate 5 at Williams. Travel approximately 6 miles to graveled Ohair Rd. Travel south on graveled Ohair Rd to Refuge entrance. You may see tundra swan there.

Gray Lodge is out of this map, but should be very close to the middle of the map’s right edge.

(2) Merced NWR and San Luis NWR Complex

Direction
From I5 at Santa Nella take Henry Miller Rd (next to the McDonald's) east through the little hamlet of Volta (make sure you don’t get lost at Volta, you need to make a left and then a right here to keep yourself on Henry Miller) and across Hwy 165 all the way to Turner Island Rd. and turn left. This road will make 3 sets of right and left turns and will change names, but stay on it. You will eventually end up on Sandy Mush Rd. Continue on Sandy Mush Rd. to the entrance on the right.

Description
This is one of the best places to watch snow and ross geese, cackling Canada geese, sandhill cranes and shorebirds. You may see white faced ibis as well.

A self guided auto tour (5 miles) and a short meadow lark trail.
The refuge is open year-round starting 1/2 hour before sunrise to 1/2 after sunset.

San Luis Unit, San Luis NWR Complex
Direction
From I5 in Santa Nella, take Hwy 33 south to Henry Miller Rd. through Volta to Hwy 165. Take Hwy 165 north to Wolfsen Rd. Take Wolfsen Rd. back to the entrance to the refuge.

Description
This unit has the best access than all other units in the complex. It is very close to Merced NWR so that you can visit both of them in one day.
Two self guided auto tours and several nature trails.
The Waterfowl (auto) Tour Route is about 10 miles and there are three nature trails to the marshland on the way.
The Tule Elk (Atuo) Tour Rout is about 4 miles and there are about 40 to 50 elks in there.
The refuge is open year-round starting 1/2 hour before sunrise to 1/2 after sunset.
Other area you may interested in:
Los Banos Wildlife Area—From Hwy 152 near Los Banos, take Hwy 165 north, 3 miles. Turn right on Henri Miller Road, 1 mile. You may see sandhill cranes there.

Viewing tips:

1. Birds are most active in the early morning and late afternoon. Therefore, these are the best time to view them.
2. Always bring binoculars.
3. Birds are very sensitive to human presence, so walk slowly and talk softly. Use your car as blind and drive slowly when you are on the auto tour route, stay in the car, never get out unless in the parking area.
4. All the auto tour routes are gravel roads. Although regular car even a compact car should be fine, I would recommend you bring in an SUV since it is relatively higher so that you can get a better vantage point. It is also helpful on the road in the raining days.
5. Bring mosquito repellant if you have it. Believe it or not, although it is late November, I got several bumps on my face and ear when I was there.
6. Don’t forget the sounds. With thousands birds there you can imagine how loud the sounds might be. So if you are really into it you may bring some recording device such as camcorder or even a recorder.
7. Lastly and mostly, be safe. Always look at the signs to avoid get into a wrong road since as you know there may be some hunters out there.

For those who are interested in it but can not make the trip, don’t worry. There is a new DVD/VSH release out there in Blockbuster called “Winged Migration”, which can take you to 7 continents and 40 countries to have a much closer look to the lives of these migrating birds.
