I do not think a system designed by a “perfect being” needs maintenance.
If a system is designed by human, it needs debugging, modification, customer support and maintenance. The reason is that human cannot foresee a lot of factors, human is limited by his knowledge, financial factor, politics…

If a system needs to be maintained, needs the constant support of the creator, what that leads to?
